Q: ¿Qué significa "Charles could picture them as they were when the street was new, and red heels and periwigs set off the painted pediments whose signs of wear were now becoming so visible."?
A: Wow your English is excellent. Most modern day English speakers would have trouble with this!

I interpret "set off" to mean "contrast with" or perhaps "are enhanced by" the pediments which in my mind are painted white.
Q: ¿Qué significa St. Charles, help us to do our duty patiently, to strive to redeem any guilt by a strict penance, to look at the vanities of the world with contempt, to work faithfully as God pleases, to stand firm in grace.?

an interesting guy = Charles Dickens or ex-boyfriend???
Q: ¿Qué significa This is Charles. He's a tutor.
He'll help you(Kimmy) do Buckley's homework.

he do Buckley's homework.? or Kimmy do Buckley's homework.?
?
A: From what I understand, there could be two options:
1. Charles (the tutor) will help Kimmy do the homework he is helping Bucky do. (So Charles and Kimmy are helping Buckley since Kimmy is doing Buckley's homework and Charles is helping Kimmy)
2. Charles is helping Kimmy do the homework that Buckley assigned him to do. Buckley could be a teacher or friend requiring Kimmy to do homework.

I could answer the question clearer if there was more context :)

Q: ¿Cuál es la diferencia entre Charles's sister y Charles' sister what's the more used ? ?
A: They both mean the same thing; the sister of Charles, it's just that there's a rule applied to the second one where a pronoun ended in s doesn't get another s but still gets the apostrophe at the end when showing that they are in possession of something. You usually don't pronounce the extra s with this.

e.g James' sister
Louise' book
Morris' violin

I can't say which one is more commonly used as I've heard people say James's and Morris's before.
