A: It's ungrammatical but common slang. The proper way to say it would be "Could all group leaders please report to the Front Desk" or "Could all group leaders report to the front desk please."

The last one is probably the most grammatical (and most similar to Japanese) but English speakers will use any of the three. "Please" gets put in lots of places in common English!
