A: Using "has" means that the mayor did it multiple times, but without "has," it just means it happenned one time.
If you use has, it is like the imperfect in Spanish, but without has, it sounds like the preterite.
In informal speech, you can use either one.

A: I don’t care who becomes mayor.
I’m indifferent to the election results.
Whoever becomes mayor is of no relevance to me.
