A: I actually thought of the second definition when I read your post, however I guess technically the first definition isn’t wrong either.

A: To be required , to have to (do something),

A: Obligated is to feel someone has to do something, ex. I feel obligated to clean up. Obliged is not by feeling but they have to, maybe by law, ex. I am obliged to go to detention

A: Mandatory means something you have to do that is coming from someone else.
Obligated is something you should do, but you are telling yourself that you should do it.
Example:
My boss just told me that the meeting Monday is mandatory.
My mom is in the hospital, and I feel obligated to visit her.
