You could also say something like:

"Now that it's getting warm in Ohio, and we don't have any more snow, it's much easier to go out."

A: it's a specific thing related to the law. I would assume the law formerly said you would have to try and retreat first, before using your gun.

a duty is a thing someone must do. retreat means to go backwards (usually used for military)
