You probably have to be listening closely to hear more than “are”, because the rest of the sentence is probably already enough to communicate the intended moralistic tones, even without the “should”.

The speaker is likely condemning the wealthy country that fails to address its poverty. The speaker may even be suggesting that the rich country believes that there should be poverty. In this case, the use of “should” carries some disdain for the rich.

Or, the speaker could be part of that country and feel responsibility for helping those in poverty. In this case, the “should” may be suggesting that the listener too should feel responsibility.

That said, it doesn’t come off as overtly moralistic to me on its own.

I hope my explanation is understandable. The function of “should” feels a little bit hard to communicate, and this is just my interpretation! I may also be overcomplicating it 😅

There is a paradox in our lives. We love our parents. But usually we have to leave them, since our work place is in another far city or even another country. Who tells right? Our heart or our lifestyle which may or may not is dictated on us? I believe that my parents are assets who are not replaceable. However, I think the middle way is the best way. Earning money and having a job are also our intrinsic demands. But it should not deceive us from our humanity characteristic of which is visiting parents.

I changed the structure and wording of the questions because they were difficult to understand. What I put instead are just suggestions though. Otherwise, insightful advice and vocab as usual.
