Q: ¿Qué significa  My request was granted.?
A: I asked for something and I got it.
Q: ¿Qué significa OK request you to kindly do the needful.?
I request you to kindly do the necessary.」 May I request you to kindly do what is necessary?」

Q: ¿Qué significa he "rebuffed" the requests ?
A:

He said no to the requests. He refused to do what was requested of him.
Q: ¿Qué significa You must be mad that you should turn down our request.?
A: Basically saying your crazy to deny our offer because it might be a good offer
Q: ¿Qué significa I will forward your request on to her.?
I will send your request to her."

Sometimes we say "send x on to ~" or "forward on to ~". The "on" here indicates the movement of the message. The first message came from you. Then it moved on to her, and on to the next person, and so on. :)

Like "we request that you have Eiken level 2 English ability" means someone would like you to have that ability, but you don't NEED it. A: Request is to formally ask for something from someone else.

Inquire (usually Enquire in UK English), is to ask for information from someone.
"I'd like to enquire if you have any window seats available?".
A: When something is requested you don't have to do it, it is optional. If you are required to do something then you absolutely have to do it, no other option.
