So the first one means she wasn't certain if signing the contract was good or not.
The second one might be a typo. I read "She's hesitated" as "She has hesitated", and it doesn't make sense. I think you probably meant "She hesitated" which means the same thing. She paused before she signed the contract because she wasn't 100% certain about it.

Pardon is more commonly used when asking someone to repeat something because you didn't hear or understand it.

A: The main reason that it seems a little unnatural to me is because of how you said "service." In service your "v" and "i" got jumbled together, making servce (sounding like surfs) instead of service. This is just nitpicking on my end, though, your English is really good otherwise!
