how much --> quantity of a thing So, "...how much aid..." makes sense. In your first phrase, however, you say "...how much will the US extend..." This should really be "...how far will the US extend..." because you are using distance as a metaphor (extension).

How far will you go to make a point? <----- sounds natural.
How much will you go to make a point? <---- sounds strange.

If you want to be very technical:
#1 refers to the reach of the aid, and
#2 refers to the amount of the aid.

US speakers don't really say "shall", UK speakers mostly use this word.
