A: Yes! But there needs to be a reason you’re opting for “least low” instead of “highest.” Slight corrections:

“Yes, but you’ve underestimated her skills. That athlete is the least lowest ranked member on her team.” The reason would be the rest of her team members are ranked very low in the whole region. So you say she’s the least lowest.

“I should have hung this picture less low on the wall, it’s too hard to look at now.” The reason would be that you did in fact mean to hang it relatively lower than typical, but you see now it’s too low.

A: It's an adjunct, because "I saw a boat" works all by itself. If you can leave out the phrase and you still have a grammatically correct sentence, then it's an adjunct. The phrases "loaded with ammunition" and "on the river" just provide additional information.
