A: the setting he's describing is so huge and empty and flat ("open ground without cover" eg no trees) that it looks like the moon. it's kinda like saying that if he WAS on the moon there'd be no difference. it's an interesting turn of phrase, there's not really an exact equal for it, i think.

"it might as well be true" or "it may as well be true" is a common use. it basically means the facts don't matter because the outcome is the same either way. the words "may be" and "as well" come together to form it... it may be true; it would be just as well (just as good/just the same). hopefully that's not more confusing.
