“Shall we...?” is the most formal out of all of them. For example, “Shall we dance?” is commonly used as a signal to get your partner to dance with you in the ballroom.
“Let’s...” is affirmative and the most casual out of all of them. It shows that you are very committed to doing something. For example, “Let’s eat,” tells the other person that you really want to eat to the point that you’re telling them to come with you.
The formality of “Why don’t we...?” is between the other two. It’s not as formal as “Shall we...?” but it’s not as informal and assertive as “Let’s...” Since “Why don’t we...?” is in the form of a question, it shows that you are committed to doing something, but that you first want to seek approval from someone versus expecting someone to go along with your plan when saying “Let’s...” For example, “Why don’t we go to the theatre?” indicates that you want to go to the theatre, but that you first want the other person to say yes before going. It’s more polite than giving a command, which is often expressed in “Let’s...”
