I might say I have goosebumps. That usually means my skin has little bumps because I am cold or in some cases excited. But I would say the cold weather gave me a chill or I was chilled. Some people believe getting a chill will give you a cold

A chill (cold weather / wind / air) causes goosebumps. So it depends on the context.
You can get goosebumps from being scared, not just "chill", but sometimes, one can say "a chill went up my spine" when one is very fearful.
