“I hope they will win the game” typically refers to a game that will happen in the future and ONLY in the future, typically referring to a game that has not started yet.
“I hope they win the game” is less restrictive, and it can refer to EITHER a game in the future OR also a game currently in progress (in the present)

There really isn’t a difference in the meaning of the sentences, but the first sentence implies an extra word when you say ‘they’ll,” because you are saying a contraction of both “they” and “will.”
