I think "meet you" means that you are meeting them for the first time, and that you have had no prior involvement with that person.
Ex: "It's very nice to meet you."
"Meet with you" and "meet up with you" implies that this was an arranged meeting, and therefore this is not the first interaction you have had with them.
Ex: "I would like for the group to meet up to finish this project."
"I'm glad I could meet with you so as to discuss your plans for the future."
My examples are kind of shoddy, but does that clear things up a little?

"meet up you" is the only inproper sentence, all the other ones are pretty interchangeable.

To meet someone can also mean to become acquainted for the first time.

thank u guys but i still don't get it... so "meet you" "meet with u" and "meet up with u" don't have differences?

"meet with you" and "meet up with you" are the same meaning, it's you meeting somone, "meet you" can mean other things but it's still pretty much just a short version of the previous.
