@Tatyana190283 in that context, yes I'd say dry you off and dry your hands off.
I was trying to think of the difference between the two... when removing water or liquid from the surface of something, I think that's when I'd use dry off.
when you're talking about liquid inside of something, that's when I think I'd usually use dry out.. super hard for me to explain.

I'd say "dried out".
*though, it kind of depends, there's also "dried up", I'd need to know more about what happened, I can't really tell from the pic.
