when you tell some one to calm down that would mean that they are already upset. to keep your cool would mean that the person is not upset yet and should stay not upset.

I really do not know the difference as such but an example would be in most circumstances, for the time you've reached ten, and your mind has cleared enough to find a better way to vent your fist (I say, period!) of view. In this way, you rise a little above the problem and it will look smaller and manageable.
