I've never honestly used spen time for, so I'm not 100% sure, but it could be used for a person, "I"m spening time for -name-..."
Spend time on: This can be used with a noun, like "I spend time on the train" or "I spend time on my project in school"
Spend time in: Usually used for a place, like the gym or home.
