"just as" = "at the time as"
This expression is used to state that something happened at the same time as you finished an action.
For example:
"But just as he finished cleaning his room, he dropped a glass on the floor."
He finished cleaning his room.
But he dropped a glass on the floor as soon as he finished doing it - now he's going to have to clean it again! :(
"But just as I finished my history homework, I remembered I still had a math homework to do."
I finished my history homework.
But as soon as I finished doing it, I remembered I still had a math homework to do - so I won't be able to rest, still got work to do! :(
