In Mexico “Discutir con” means that one or more people talk about a topic in which they mention arguments or reasoning to explain something, for example “we are going to discuss about climate change”, sometimes people use “discutir” to refer to "a verbal fight" between two people, for example "yesterday she discussed with her boyfriend".
“Dialogar con” is a synonym of "discuss with" (the first definition) and means to speak with a person alternating the turns to speak, generally speaking with equal times to speak, for example "Dialogue” about education.
“Hablar con” means an exchange of phrases or sentences between two or more people.
The difference is that in "discutir con" people have an argument or reasoning, in "dialogar con" you do not necessarily have a reasoning and in "hablar con" may or may not have a reasoning

"Discutir" is argue, it is like fight with words with someone.
"hablar" is talk or speak.
"dialogar" is talk but with the purpose of reach an agreement .
add the word "con" is just to specify whit who.
I argued with my mom because she didn't let me go to the party.
(Discutí con mi mamá porque no me dejó ir a la fiesta)
I talked with my mom how the party was.
(Hablé con mi mama de como estuvo la fiesta)
I had a dialogue with my mom about let me go to the party
(Dialogue con mi mamá para que me dejara ir a la fiesta, in this case maybe the mom finally agree maybe not)

discutir = a pelea o posible pelea.
hablar = comunicarte cualquier tema.
dialogar = es cuando se requiere acordar es como despues de la pelea o cuando son de pensamientos opuestos pero quieren llegar
a un punto en comun.
