Welle" is a physical wave: Wasserwellen, elektromagnetische Wellen, Schallwellen etc.
Here you never use "Woge" (except in poems sometimes).

"Woge" is also a wave, but the word is mostly used in a metaphorical way: "eine Woge des Beifalls ging durch den Saal"; "eine Woge der Begeisterung erfasste uns"; "eine Woge der Entrüstung erfasste die gesamte Stadt". When a lot of people are caught by the same emotion (and manifest it the same way).
Or: "Die Wogen glätten" (when people are very upset and you try to calm them down).
In metaphors instead of "Woge" you can mostly use "Welle" as well: "eine Welle der Begeisterung" etc.
(There are also exceptions where also in a metaphor only "Welle" is used, e.g. "eine Streikwelle".)
