You can say :
Nihongo o hanashimasu ka ?
Nihongo wa hanasemasu ka ? or
Nihongo wa dekimasu ka ?
All of them work, but I don't know the real difference between them. Just, they all say : "Do you speak Japanese"

the way it sounded was along the lines of " Nihongo shabari masu ka?" does that make sense??

"話す(hanasu)" and "喋る(shaberu)" is same means.
hanasu is more polite than shaberu.
shaBAri is wrong. it's a "shaBEri".
Correct is "Nihongo wo shaberi masu ka?" in this case.
It's means "Do you speak Japanese?".
If you want to say "Can you speak Japanese?" is...
"Nihongo ga(wo, wa) shabere masu ka?"
"shabeRI" change to "shabeRE".
