There is not a big difference between the two words, I think you could use them interchangeably and still be understood. Still, here is the main difference:

Fussy is used a lot for babies. A fussy baby is one that cries a lot for no apparent reason. Fussy used for an older person means they are acting like a baby, or being upset at something that isn't a big deal. If fussy is used for an object, it means it doesn't work if everything isn't exactly right. A fussy copy machine might need a specific kind of paper or it jams up.

Picky is used for someone with very strong opinions. I think the most common way to use it is to say someone is a picky eater (they only eat certain foods). Someone might be picky about the movies they watch or the music they listen to. I don't think we usually use picky for objects.
