Your first sentence is an opinion statement. In your opinion, people are TOO impatient.
The second sentence is stating a fact. People ARE impatient. (The third sentence matches the second one)
Words like “just too” tell us you’re comparing and giving your opinion. Otherwise, the meanings of the sentences are the same and are perfectly natural.
