I think this has more to do with courting women.than language learning.

If the purpose of your acquaintance is not just learning Russian, here are some phrases for chatting a woman up. :) First you need at least start a conversation so first two variants are excellent. After that you can take more drastic measures and make some compliments. "Вы отлично выглядите!" or "Улыбка вам очень идет!" At last you can ask if she has some spare time and invite her for a cup of tea "Если у вас есть немного свободного времени,как насчет чашечки чая?". Good luck! ;)

All are excellent ideas. I like the last one, will have to try it. At this point though it's more about getting my confidence to speak to native speakers.

sorry, I don't think that complimenting an unknown woman or asking her to eat out is a good idea. It might look totally ridiculous and even dangerous. It might look crazy or insane. It could be a better idea to start with apologizing for interference and then immediately explaining the motive, which is learning Russian. In this case it might be appropriate to ask a question similar to something 'does it sound natural in Russian to say......." and then let her go.
