"dip" is like "sauce".
There is no dip/sauce to dip/put the chips into, but everyone will be too wasted/drunk to care.
dip can be a little confusing in my sentence above. "Dip" can be like "sauce", and it also is the action of putting the chip into the sauce.
Dip is not exactly like sauce, but that's the only way that I know how to explain it.

"go with" is a phrasal verb that is like "accompany".
There is no dip to accompany these chips. There is no dip to go with these chips.

I really shouldn't be answering since I don't know much about drug slang, but I think it's probably a shorter way of saying "purple haze", which I guess is a more potent/strong kind of marijuana.

@Bunch I can't watch the youtube video right now, so I'm not sure. He could mean many different things by saying that. Maybe the "high" they got was insane/crazy, the weed was insane, and maybe other things I can't think of. To make matters worse, in english "insane" can be positive or negative, insane in a good way, or a bad way, as it sounds like you know.
