Natural
They are both natural depending on context. For example, if you were talking about a situation that you were a part of ‘for me’ is fine (“The situation is strange for me”) but if you were talking about an action ‘to me’ is better (“Eating is strange to me”)
Generally ‘for me’ is if you are talking about yourself. ‘to me’ is an opinion.
