Does " if tiny hands disobey" mean "if children pick up flowers" (3rd paragraph) in this context?

Hmm, that is just a little twist to make the passage more interesting to read. It COULD be saying that, because kids will disregard the rules, they won't put on pesticide because of safety hazards. However, it could ALSO mean that, even if it says no picking, if the kids picked the flowers, they would at least be safe because they never put pesticide on those areas.
In situations like these, where sentences can seem ambiguous, it could be...
1. the multiple meanings are done on purpose, usually done in poems or abstract and complex writings.
2. It is above your reading level. English is in a way where if it is too advanced, it will just go over your head, happens to me too sometimes.
3.(most likely) you just need to get more of the context, which is probably the case for this particular passage. If you read more of a story, it starts to make sense.
oh, and yes, tiny hands means children.
