Both counting numbers and reading regular numbers are in Korean. It is rare for ordinary people to read numbers in English unless special condition.
108,654 = 십만 팔천 육백 오십 사 (Korean)
1st, 2nd, 3rd.. 11th = 첫번째, 두번째, 세번째.. 열 한번째 (Korean)

@Rashauna20 you'll find the number symbols (1,2,3,4,5, etc) on things like signs and elevators, recipes and things like that but sometimes they are just written as 일, 이, 삼, etc (or 한, 들, 셋). They're always spoken in Korean, if that's what you mean.

@anastasialines It's not called an 'English number'. commonly called an 'Arabic numeric.' Around the world, Arabic numerals are used for writing but reading in the language of there own country. We are the same too. I don't think the questioner is fool enough to confuse it.

@DannyJoung ah thank you! I couldn't remember what the name for it was. I didn't think they would be asking that either, but I thought it seemed... strange... to be asking if Koreans used the English words 😂

@anastasialines In "some" cases, we use English numbers(one two three), but basically we don't use English numbers

@biom yeah, I just gave examples of where I've seen them. But maybe I'm in a tourist-y part of Seoul!
