Maybe If you are just sitting and watching you can use "I am going to attend the meeting tomorrow".
If you will be actively participating you can use "I am going to join the meeting tomorrow".

attend is like just going to something and not contributing, like you would attend a conference to hear others speak and learn things.
Joining is like getting involved in a shared activity, so you would join a group to do a hobby like team sports or language exchange for example. Attend is more formal, so in a work situation it is better to say I am going to attend the meeting. If you are going to be a little late and the other members of the meeting are already there, you may say you are going to join the meeting a litte later 😊

@kawasebengoshi In my opinion , some situations they can be used interchangeably. You may have to judge by the context.
"I am going to attend the meeting tomorrow" means you will be going to the meeting, but whether you will participate or not is not clear.

No attend works fine and it is implied that you will take part in the meeting. You just use the word attend because I'm assuming the time and date of the meeting was communicated to you by somebody else and you are agreeing to attend at a specific time and date. The same way if you were invited to a party by somebody you would agree to attend.
