I believe this is similar to the idiom - "on edge".
I think in this case "hanging over the edge" means he is feeling irrational, anxious and may not be acting with reason. He may be wanting to do something dangerous, spontaneous and/or desperate.
Think about how you would feel if you were "hanging over the edge" of a tall building. You might feel terrified, anxious and full of adrenaline.
