but if you are the one recommending the movie then "Let me recommend you a movie"

You should say "recommended movie" here. "(Verb)ed (noun)" means that (noun) is the object. People have recommended this movie, so it is the object. "(Verb)ing (noun)" usually means that (noun) is the subject. Other examples: "a crying boy," "a fried egg," "a painted umbrella," "a sinking ship."

Recommended is correct. In the case of the verb "recommend", it's only possibly to make it an adjective with -ed. It means 勧められた映画
Other verbs, for example "excite" can use -ing (〜するような) or -ed (〜された). For example:
This movie is exciting
BUT
I am excited to watch this movie

Forwarding address is the address to forward things to.
"I moved to a new city and told the post office my forwarding address."
"Forwarded" would be if you received an address in the mail that was forwarded from someone else. I can't think of a situation where you would use it.

What vellyr said is correct. I think "forwarding address" is a special case. It's a little different from "crying boy," "sinking ship," etc. (That's why I said "usually" the noun is the subject. English is annoying! :P)
