I'd say "It was the guerillas who they sold weapons to".
Also you could simply say "They sold weapons to the guerillas".

@Wellwell2 I don't know if they're wrong. I just wouldn't say them. They might be grammatically correct, but that doesn't mean they're natural.

@Bignelly199 yea, "whom" is rather old-fashioned, I know. But I have to know how to use it for my classes. However, thanks a lot.
