The rule for proper grammar is that the modifier (usually) is positioned close to the word it modifies (rains). So #2 is better.
However in your example, there are a LOT of modifiers for “rain” (usually + when we go to the park), and the sentence is short; so #1 is not incorrect, even though #2 is better.
