I think only the second sentence is correct. The first sounds unnatural to me.

I wish I wouldn't have to go tomorrow to the library.
"I wish I didn't have to go" can be used if you are already somewhere and are leaving. Example)
I wish I didn't have to go, but I need to leave the party now.
