If you mean the word to talk about something that has lots of wrinkles and creases in it, then it isn't a slang word.
It (probably) comes from the word "crinkle", which refers to the actual creases and folds in the material itself, and so it's an adjective formed by adding -y to the end of the word (and removing the -e from the spelling), the same way that something that is a mess is described as messy.
