Its pretty natural but we don’t usually say followees. We would just say “twitter users who follow 3 times more people than they have followers...” Keep up the good work!

I had to read it twice because it was an unexpected statement, but the only error is the spelling of "Generally". The phrase "generally speaking,..." sounds very natural.

"Followees" above was a bit wierd, but still correct. Your most recent version has "followers" twice which doesn't make sense. How about: "Generally speaking, Twitter users who follow 3 times more people than who follow them are scums."
By the way, "scums" is a very strong word (not vulgar, but very strong.) If you want a very strong word here there is no problem.
