Sounds good. In speech, there should be extra emphasis on, and a short pause after, "bridges". Without these, the sentence may sound like, "It is hard to build bridges that lack engineers," as if the bridge owns engineers. With the emphasis and pause it would sound like, "It's hard to build bridges while lacking engineers." Also, don't forget to contract "it is" to "it's" in non-formal situations so as to sound more natural.
