"He dropped his plate on the floor,it broke into many small fragments. He cleaned them all up carefully so that he would not step on ONE OF THE FRAGMENTS and hurt his foot."
or
"He dropped his plate on the floor,it broke into many small fragments. He cleaned them all up carefully so that he would not step on ANY OF THE FRAGMENTS and hurt his foot."
"He dropped his plate on the floor,it broke into many small fragments. He cleaned them all up carefully so that he would not step on SOME OF THE FRAGMENTS and hurt his foot."
—This phrase determines whether to use singular or plural: of the fragments. The sentence doesn’t talk about 100% of the fragments; it talks about a smaller number of the fragments. If he steps on only one, he still will cut his foot.
So the sentence might also say: ... so that he would not step on even one of the fragments.

@kk24acb "One" in this instance is used to refer to a single shard.
Side note: "many small fragments" does not sound natural. I would rather say "it shattered" implying it broke up into many tiny pieces.
