¿Qué significa the "shall (not)" in "This goose shall not giggle." ?

This is the first time I have seen a native speaker actually using "shall". What kind of nuance is it? The word "shall" appears in textbooks, but textbooks used in Japan are not reliable.

Shall = Will

There's no difference in meaning, but "shall" is a word used in OLD English.
That's why old novels and books use it.

Sometimes people still use "shall" if they want to sound funny or if their character is very serious/formal.
