Mr.Kenedy apparently hit by the first of what witness believed were three shots.
The 'three shots' should go after the prep. 'of'. Sure, It is okay to provide more specific info about 'there shots' by adding an adjective clause afterwards. But I do not understand This kind of grammar structure.
Could you please analyze the grammar structure for me? Thanks!

If the sentence just said "the first of three shots" we would assume that it is a fact that there it was 3 shots fired. By inserting the subjective clause " "what witnesses believed"
we understand that the subject "three shots" is not fact but speculation.

I know the meaning of This sentence though, I am not clear with the grammar structure.
Is 'what the witness believed' a noun clause here in the last part? If so, Is this noun clause used as subject? and which one is the object of the prep 'of' in 'first of' ?
