¿Qué significa オリンピックを開ひらくまちでは、２００４年ねんのアテネオリンピックからレストランなどでたばこを禁止きんしする法律ほうりつなどを作つくっています。 ?

I don't understand who is doing the action of 作っています. I also don't understand what the subject/topic of the sentence is. Also, what does the から mean in the sentence?

法律を作っているのは「オリンピック開催地の自治体」です。
分かりづらい文章だったので、ググってビデオを見ました。
その「から」は「以降」(from）という意味です。

「2004年のアテネ大会以降、オリンピックの開催都市では、全て禁煙を義務づける罰則付きの法律や条令を整備していますが」とビデオでは言っていました。
