He should obey the laws of the country to which he belongs. This would be correct.
He should obey the laws of the country which he belongs to. This sounds less natural but you might hear it used colloquially.
In formal English a preposition appears before a noun in a sentence. 'To' here is a preposition and technically should not be lwft "dangling" at the end of the sentence.
many native speakers find this confusing and you will find many examples of sentences that are actually incorrect.
