@JennieHeo06 they can have the same meaning, a noun which means ruler (king, queen, emperor etc)
Sovereign is also an adjective meaning an independent political unit: “a sovereign nation”

@JennieHeo I did a little research, and for the average everyday person the words are pretty interchangeable. I live in Canada. The Queen is our monarch and sovereign.
There are people who use the term "sovereign state" without it being ruled by a monarchy and means something similar to independent from the influence of another ruler. But most people don't look up definitions of words before they're used. We think we know what it means so we use it that way - even if it's wrong, so a new definition is made if enough people use it in that way. That might be what's happened here.
I also read that the word has had a complex usage in the past since defining which countries are sovereign states is hard to agree upon but a monarchy is pretty well accepted and understood without discussions.
I may have missed the point but I think they are the same in their use today. Monarch is the word we use more often now and Sovereign was used more in the past and probably has an extra layer of formality to it - however that formality isn't present today. As an English speaker, formality is a concept that is harder for me to grasp than yourself as a Korean speaker. I think in this case you shouldn't think of one word being more formal than the other, just one word being more historic or more current. With English, when I talk "formally" it's usually imitating some old way of speaking that would sound unnatural to use normally.
