Double pun: запустить — to launch, but also — to run down, to ruin by neglect. Сажать — to plant or to imprison. Народное хозяйство is a soviet term for the economy.

Four puns in one sentence! Actual meaning: “A list of students with failing grades in foreign languages and other subjects will be posted on the second floor.” But this sentence can be interpreted as “Any students with tails and the ones who didn’t hand in their tongues will be hanged on the second floor.”
Хвост — a tail or a failing grade (a failed exam). Язык — a tongue or a foreign language (pretty much as in English). Cдать — to pass or to hand in, to surrender. Сдать язык — to a pass a foreign language exam. Повесить — to post (pin something to a wall) or to hang (to execute by hanging).
