(Over the last few years in Japan, public health has improved, or more people have quit smoking, or the homelessness rate has decreased.) Maybe you want to highlight what has happened in Japan. Or, In Japan over the last few years, *something happened.*. (In Japan over the past few years, pubic health has improved, or more people of quit smoking, or the homelessness rate has decreased.” Maybe you want to emphasize what has happened in Japan compared to other countries.
