I would use " ...the number of death cases would be lower".

You can also say “there would have been fewer deaths.” That sounds the most natural to me.

I would suggest "If they had done the lockdown two weeks earlier, the number of deaths would be lower."
For hypotheticals like this, past-volitional ("would have done") is not wrong, but the past-perfect ("had done") is more commonly used.
"death cases" is not a common way to phrase that. It is usually just said as "deaths", or possibly "cases of death".
Since you are talking about a countable thing, "less" is incorrect (that's only used for uncountable amounts). "fewer" is the correct alternative to "less" for countable things, but you would have to say "the deaths would be fewer". If you say it as "the number of deaths", then you're actually talking about the "number", and a number will be either "higher" or "lower", so "the number of deaths would be lower" is the correct way to say that.
