Can I use "to lay a finger on somebody" without "never"? I would be grateful for some examples.

Sorry, but if you don't use "never" or "did not", the sentence is really weird. lol

The expression "to lay a finger on" is an exaggeration made for emphasis. So, if someone says "I never laid a finger on him", it really means, "I didn't touch him in any way", but exaggerated for emphasis. So, to use it without "never" doesn't make sense because the exaggeration wouldn't apply. The only example without "never" would be "I barely laid a finger on him", but the exaggerated connotation still applies and is not really the opposite.
