Why the sentence use “of 2022” not just “as 2022”

It would read better written as "will be delisted" instead of "to be" first of all.
It sounds better saying "as of 2022" though because it's short for saying "as of the year 2022," otherwise "as the year 2022 comes" / "as 2022 comes" would be reasonable but unnecessary.

Saying "delisted as 2022" would imply 2022 was delisted, in a literal sense, which doesn't make sense. "As" in that case alone is interpreted like "like." "As of" as a phrase of itself however is interpreted more readily to mean "in" almost, "as of the case" / "in the case" mean almost the same thing for example.
