Yes. Every house will have heaters (radiators) as the winter in the UK can be quite cold. In fact, every room, including the hallways, will usually have it's own radiator.
Air conditioning on the other hand is quite rare.

Haha that depends on how rich you are. In my household we only put it on when it's really cold and only for a couple hours while we're in the living room. I have friends with rich families where they have it on in every room whenever they are in the house.
